Profitable Entry into Road Fleet
"Projects of the Ministry of Roads and Urban Development are so numerous that even a budget five times more than the present one would not suffice for them." This was the first comment by Mr. Asghar Fakhrieh Kashan, the Advisor to the Minister of Roads and Urban Development, and Head of the Council for Project Coordination and Policy-Making for Foreign Funding. He believed that different sectors of infrastructures have their own features and attractions for foreign investors, and that independent funding of projects was the method for investment by domestic and foreign entities alike. Mr. Fakhrieh still pointed to BLT as the method proposed by the Ministry, which seemed to have been welcome by the foreign parties and they just awaited the sanctions to be raised in order to conclude the contracts. As for financing and leasing, he continued that "the Ministerial policies affirm that the Governmental budget shall not be used for projects with funding viability, which would go through methods like financing or leasing that are funded without the Government intervention."
